VAFC Policy Statements

Promotion
Policy |
General |
|
(a) All promotions and/or recommendations for promotion must
be submitted to VAFC HQ. (b) All promotion orders will be cut by
VAFC HQ.
(c) WCO/VWCOs are authorized to promote up to and including Capt based on
the guidelines below. Early promotion is authorized for outstanding performance, but
must be approved by HQ, VAFC, based upon the needs of the service.

Participation Policy |
General |
|
(a) All members are required to exert a minimum level of
participation on a regular basis. One mission per cycle is the minimum standard.
(b) New Cadets have one month from the date listed as their BASD to
complete their indoctrination into the VAFC. Failure to comply will result in their
dismissal from the VMC. WCO/VWCOs are authorized to grant an extension due to
technical difficulties and/or Real World Commitments (RWC) not to exceed two months.
(c) If unable to complete your assignment, you need to notify your chain
of command as to the reason why. We understand that not all systems work 100% of the
time or run the generated missions correctly 100% of the time.
(d) As this is a virtual club, sometimes events in real life can cause
conflicts. Notify your WCO/VWCO of your RWC and a date expected back. The RWC
shall not exceed one month in length, unless extreme circumstances exist, in which case
two months is the limit. If the RWC will last more than two months, the member shall
either resign or apply for retirement.
(e) Participation in more than one simulation within one of the virtual
services of the Virtual Military Command (i.e. VNC/VAFC) is allowed. |

Retirement Policy |
General |
|
(a) Members who cannot currently remain an active member of
the VAFC may apply for retirement. (b) Retirement requests will
be approved/disapproved by HQ, VAFC. Consideration of the member's overall history
will be the major determining factor for approval.
(c) If approved, the member shall be placed on the Retired list .
The member shall retain current rank"up to Major." and awards, and every effort
will be made to reinstate the member at his current rank upon his return.
(d) If not approved for retirement, the officer will be considered to
have resigned. |

Resignation Policy |
General |
|
(a) Members who leave the VAFC shall have been considered to
submit their resignation. (b) Members who have resigned no
longer hold any right to rank or awards earned upon resignation.
(c) It is the policy of the VAFC for returning members who have resigned
to start fresh with no rank or awards retained from a previous tour of service. |

Communications Policy |
General |

(a) Members are required to maintain a valid e-mail account.
Free accounts such as Hotmail or Yahoo are recommended. Notify chain of
command of any changes. (b) Members are required to maintain a
valid ICQ account. Notify chain of command of any changes.
(c) Members are required to join the VMC and VAFC egroup list services.
(d) Members are required to stay in regular contact with their chain of
command. At a minimum, this is one e-mail a cycle.
(e) Mail lists are
“Official Comms Only”
The distribution of "Chain Letters", pornographic material, drug
paraphernalia, SPAM (unsolicited mail), or anything else considered by HQ, VAFC to be
detrimental to the well being of the VAFC members, is prohibited. |

Conduct Policy |
General |

(a) No officer shall act in a manner that is
degrading, offensive, or abusive to any member of the VMC. This includes, but not
limited to, the following: using foul language, ridicule, threats, or hate mail.
(b) While the VMC isn't concerned with how you act towards non-members,
it is STRONGLY discouraged to act in an unprofessional manner.
NOTE: The VMC is for everyone. Adults and children alike.
Most people get to become close friends and even meet with each other. Let's keep
the friendly, family atmosphere. |

AWOL Policy |
General |

(a) Any member who fails to maintain contact with
their CoC for two cycles will be declared AWOL. (b) Members
declared AWOL will be notified by HQ, VAFC of their status and given six days to report to
their chain of command.
(c) Failure to report to the chain of command by the sixth day will be
viewed as confirmation of the officer's resignation. |

JAG Policy |
General |
|
(a) Any officer of the VMC
wishing to bring charge against a fellow VMC officer for violation of the VMC
Policy Statements or any conduct unbecoming a officer of the VMC. Must provide the
following to His Community CiC.
1.) Name /Rank / Billet of complainant.
2.) Name /Rank /Billet of the accused.
3.) The VMC Policy or action which the
accused has violated.
4.) A report of Who , What , When and Where of
the incident.
5.) Attachment of any E-Mails , Notes or
written statements that have bearing on the case.
*Should the accused be the Community CiC.
Then the complaint shall be filled to the Deputy Community CiC .
**A Community CiC may file directly to
JAG any complaint that he has generated.
(b) Upon receipt of the JAG
request by the Community CiC. The CiC will review and endorse the request for a
JAG investigation.
(c) Upon receipt by the JAG. A hearing will be
ordered and all parties will be notified.
(d) JAG will review all evidence
submitted and will render a verdict on the case and provide the VMC Navy CNO a noticed of
verdict and recommended penalty to be placed against the accuse.
(e) A noticed will be sent to the Accused
, Complainant and Community CiC as to the verdict and penalty.
(f) The Complainant or Accused may appeal
the outcome in writing directly to the VMC HQ.
(g) The VMC HQ may order a new trail at his
discretion.
(h) On the account of a NONE GUILTY
verdict. All records of the charge will be destroyed and all parties will be under orders
to restrain from further discussion of the case other than an appeal to the VMC HQ.
(i) Any officer who is the subject of a JAG
action request will be placed on FLAGGED status.
(j) Officers on FLAGGED status are not
accorded any privileges. No promotion, no awards, no other favorable action until
the officer is off of FLAGGED status.
(k) Officers will be removed from FLAGGED
status once their JAG action has been resolved.
(l) Any VMC Officer found bearing false
witness on a fellow VMC Officer. Will be DISCHARGE from the service of the VMC and
forbidden to re-enlist.
NOTE: Only statements that are of first hand
will be admissible as evidence. Some one saying some one told him something is hearsay. It
must be backed up with that person giving a written statement.

Open Door Policy |
General |

(a) The VMC JCS have an open door policy. They can be
approached via e-mail or ICQ at any time. (b) All members are
required to go through their chain of command and try to solve any problems before seeing
the VMC JCS. |

Joint Operations Policy |
General |
|
(a) HQ, VAFC is responsible for coordination of air assets
from the VNC. (b) All requests for air support are to be made by
the CINC/DCINCs to HQ, VMC-N for action. |
