
In 1995, Congress called for a review of all services' OSA programs including fleet size,
wartime requirements, and modifications to scheduling and operations. The study concluded
that centralized scheduling of CONUS OSA under a single, unified commander would satisfy
more customers while flying fewer missions; thus, USTRANSCOM stood up the JOSAC in October
1996. The center reached full operational capability April 1, 1997.

Today, JOSAC schedules in excess of 260 aircraft at about 100 locations throughout the
continental United States. This includes approximately 59 Air Force, 18 Marine, 51 Navy,
and 137 Army aircraft. C-12, C-21, UC-35, C-38, C-9, C-20, C-22, C-23, and C-26 aircraft
make up the OSA fleet.
